A new, streamlined system of care: what you need to know 

What is Support at Home?

The Support at Home program is part of the government's aged care reforms to simplify care for older Australians. It will replace the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs.

The new system will streamline funding and services across eight levels of care, offering up to $78,000 per year in support.

Changes will be implemented from 1 July 2025.

Why the change?

The new model of care is a response to the findings of the Royal Commission into Aged Care Quality and Safety. The Support at Home program increases funding and improves the standard of care for Australia's ageing population.

How will it affect you?

If you are already on a Home Care Package, the ‘no worse-off principle’ ensures your funding is not reduced during the transition to the new system. You will not face any increase in contributions.

The introduction of the Support at Home program allows individuals with a Home Care Package or Short-Term Restorative Care package to maintain their funding level and keep any unspent funds. No care recipient will lose the care they need under the new system.

•    Immediate access to assistive technology and home modifications via the new Assistive Technology and Home Modifications (AT-HM) Scheme
•    Cover for prescriptions, item purchases, delivery and installation through the AT-HM Scheme
•    Extra funding for restorative and end-of-life care (up to $25,000 over 12 weeks) as required

How much will it cost you?

Your contributions to the Support at Home program will differ from the Home Care Package. 

The new program's goal is to keep you at home and out of hospital for as long as possible. Service categories are clinical care, independence, and everyday living.

Notably, under the 'no worse off principle', you will not pay more when transitioning to the Support at Home program if you are currently on a Home Care Package.

  • The government fully funds clinical care, such as nursing and allied health services.
  • Independence services such as personal care are partly funded.
  • Everyday living services such as gardening and cleaning will demand higher contributions. These fees will depend on your funding level and personal circumstances. Your contribution to these services will depend on whether you are a full pensioner, part-pensioner, or a self-funded retiree.

CSHC holders will undergo a separate assessment for Support at Home.
